Management/Design Contracts

On February 7, 2011 the MBTA completed procurement and awarded a contract to Gilbane Building Company/HDR Engineering Inc., a Joint Venture for Program Management/Construction Management (PM/CM) oversight of the Green Line Extension Project. This PM/CM contract included Advanced Conceptual Design/Preliminary Engineering services (approximately 30% level of completion) on the entire GLX program and was later amended to include 100% design services for the Phase 1 construction package (MBTA Contract No. E22CN01 - Harvard Street and Medford Street Railroad Bridge Reconstruction and 21 Water Street Demolition).

On September 12, 2012 the MBTA completed procurement and awarded a contract for Advanced Preliminary/Final Design engineering services to AECOM Technical Services, Inc. and HNTB Corporation, a Joint Venture (A|H). The A|H team is initially progressing the design through Advanced Preliminary Engineering. As Program Manager, the HDR/Gilbane team is providing design oversight services as extension of staff to the MBTA.

In accordance with Commonwealth of Massachusetts requirements, the MBTA has also procured an Owner′s Representative (OR). The Owner′s Representative is providing project oversight and is reporting progress to the State Inspector General, the Secretary of Transportation, the house and senate chairs and to the state auditor at the end of each calendar year. The OR is also performing a structural peer review and value engineering services on the project.

Construction Contracts

Build-out of the GLX program will be phased over time. The Phase 1 construction package was awarded to Barletta Heavy Division, Inc. on December 13, 2012, and construction began in early 2013. This Phase of the GLX Project will be funded completely by the Commonwealth of Massachusetts. Phases 2 through 4 of the project will utilize a contract delivery method called Construction Manager/General Contractor (CM/GC). CM/GC is a delivery method that provides an integrated team approach to design and construction. Under a CM/GC model, the design team and the CM/GC contractor (procured through a qualifications- and price-based selection process) are under separate contracts to the MBTA. The CM/GC model overlaps design and construction, thereby shortening overall program delivery time. CM/GC delivery provides single point of responsibility, which is desirable with railroad and transit systems elements, and affords the ability to resolve property acquisition and relocation issues while advancing other areas of the work that are not restrained by property availability.

The use of CM/GC on the GLX Project was approved as a pilot program by the legislature and signed into law by the Governor on June 19, 2012. The MBTA Board of Directors approved use of this approach on July 11, 2012. Requisite approval of the CM/GC procurement procedures was issued by the State Inspector General on November 30, 2012. The MBTA subsequently employed a two-step procurement process for a CM/GC team through issuance of a Request for Qualifications (RFQ) and a Request for Proposals (RFP). On May 21, 2013 the MBTA completed the scoring of the responses to the RFP for CM/GC services, and White Skanska Kiewit JV (WSK) was in turn identified to be the first-ranked team. The MassDOT Board of Directors approved the award of preconstruction services to WSK on July 17, 2013.

As part of the CM/GC delivery method, an Independent Cost Estimator (ICE), Stanton Constructability Services, was hired by the MBTA in October 2013. The ICE provides cost estimating services on individual GLX construction packages. The estimates developed by the ICE will be used for comparison with the bids received from the CM/GC team on those packages.

WSK received notice to proceed on a fourth GMP contract on November 24, 2014. This contract is for the procurement of viaduct steel. For more information see our Phased Project Schedule webpage.
